John Phillips was a detective in the pay of the Corleone family.

Phillips had long been in the pay of the Corleone family, and was on the scene when Vito Corleone was shot, his assistance gaining him a Christmas bonus from Sonny Corleone.

In 1948, following the death of McCluskey and Virgil Sollozzo, Phillips and his partner John Siriani were sent to question Kay Adams about Michael's wherabouts, but findings were inconclusive.

For his work in the police, Phillips became Inspector of the NYPD and as an high ranking executive he involved in the investigation on Judy Buchanan's murder.
