Eugene De Luca was an entrepreneur who owned a large monopoly of businesses in Atlantic City.
Biography[]
During the 1930s, De Luca began to gain an increasing number of businesses along the Atlantic City boardwalk, but feared the possibility of attack from other businesses. He began paying protection to the Five Families in order to stay safe, and later Atlantic City became an open city.
